How Telangana's state budget works, and the fiscal situation of a state built from scratch since 2014.
Like all Indian states, Telangana's annual budget is presented in the state Legislative Assembly by the Finance Minister, outlining the state's estimated receipts and expenditure for the coming financial year, and requiring Assembly approval before implementation.
Telangana's revenue comes from its own tax collections (state GST share, state excise β notably significant given Hyderabad's urban consumption base, stamp duty and registration fees), non-tax revenue, and transfers from the Union government.
Unlike Andhra Pradesh, which lost Hyderabad's revenue base, Telangana retained Hyderabad at its formation β giving it a comparatively stronger starting fiscal position among India's newer states, supported by robust urban tax revenue (particularly from IT/services sector activity and real estate/stamp duty collections in and around Hyderabad).
General concepts like fiscal deficit, revenue deficit, and the FRBM Act framework are covered in our UPSC Economy β Fiscal Policy & Budget notes; this page focuses on Telangana's specific fiscal situation.
