Two Ways to Measure Poverty

  • Income/consumption-based poverty: measures whether a household's monthly per-capita consumption expenditure falls below a defined "poverty line" — India's successive expert committees (Lakdawala 1993, Tendulkar 2009, Rangarajan 2014) have each proposed different lines and methodologies.
  • Multidimensional poverty: measures deprivation directly across health, education, and standard of living indicators (nutrition, child mortality, years of schooling, sanitation, cooking fuel, housing, assets) rather than inferring wellbeing purely from income — India adopted this approach nationally via NITI Aayog's MPI, first released November 2021, using the Oxford-developed Alkire-Foster methodology.
  • Important gap: India has not had an officially accepted income-based poverty line since 2011-12 — the Rangarajan Committee's 2014 report was never formally accepted by the government that took office that year, leaving India in a state of deliberate methodological ambiguity on income poverty ever since.

Multidimensional Poverty — The Headline Trend

📊 India's National Multidimensional Poverty Index, 2013-14 to 2022-23

  • Per NITI Aayog's 2024 update, India's MPI fell from 29.17% (2013-14) to 11.28% (2022-23) — meaning roughly 24.82 crore (248 million) people exited multidimensional poverty over this period, among the fastest sustained poverty-reduction trajectories globally.
  • Rural areas saw the sharpest decline — from 32.59% to 19.28% between just the 2015-16 and 2019-21 survey rounds — attributed largely to expanded access to sanitation (Swachh Bharat), cooking fuel (Ujjwala), electrification, and financial inclusion (Jan Dhan).
  • State variation remains stark: Bihar, Jharkhand, and Uttar Pradesh continue to report the highest MPI poverty rates, while Kerala remains the best performer — and in November 2025, Kerala became the first Indian state officially declared free from extreme poverty, following a dedicated four-year identification-and-uplift programme covering 64,006 extremely poor families.

🔎 CONCEPT — Why India Effectively Has No Official Poverty Line Today

The Tendulkar Committee (2009) set the poverty line around Rs 27/day (rural); the Rangarajan Committee (2014) revised this upward to about Rs 32/day (rural) and Rs 47/day (urban), adding roughly 93 million more people to the "poor" category than Tendulkar's methodology. The government that took office in 2014 never formally accepted the Rangarajan report — leaving India without any officially endorsed income poverty line since then, a deliberate policy ambiguity that shifted the national poverty conversation toward the multidimensional (MPI) framework instead. This is why virtually all recent Indian poverty discourse (including NITI Aayog's own communications) leans on MPI data rather than a headcount ratio — a nuance worth flagging explicitly in any Mains answer that discusses "poverty in India" today.

Comparing India's Major Poverty Estimation Approaches

Approach Basis Status

Tendulkar Committee (2009) Per-capita consumption expenditure (calorie + Last officially used poverty line; basic non-food needs) superseded but never formally replaced

Rangarajan Committee (2014) Revised consumption basket, higher poverty line Never formally accepted by government

NITI Aayog MPI (2021, updated Health, education, standard-of-living deprivation India's current primary official 2024) (Alkire-Foster method) poverty-tracking framework

World Bank International $ purchasing-power-parity per day threshold Used for international comparison; Poverty Line India's rate ~23.9% at the $4.2/day lower-middle-income line (2022)

Major Poverty Alleviation Strategy Since Independence

  • Early growth-led approach (1950s-70s): the assumption that overall economic growth would "trickle down" to the poor, with limited direct, targeted intervention.
  • Direct poverty-alleviation programmes (1980s onward): IRDP, later restructured into self-help-group-based rural livelihood missions.
  • Rights-based entitlements (2000s): MGNREGA (2005) guaranteed 100 days of rural wage employment as a legal right — widely regarded as the most significant structural anti-poverty intervention of the post-liberalization era; the National Food Security Act (2013) similarly made subsidized foodgrain a legal entitlement for roughly two-thirds of the population.
  • Financial and digital inclusion (2014 onward): Jan Dhan-Aadhaar-Mobile (JAM) trinity enabling direct benefit transfers, reducing leakage in welfare delivery and supporting the sharp MPI gains noted above.

📰 IN THE NEWS — Kerala Declared India's First Extreme-Poverty-Free State (Nov 2025)

Kerala's Extreme Poverty Eradication Programme, launched 2021, identified 64,006 extremely poor families through detailed multi-dimensional surveys (food, health, livelihood, shelter deprivation) and built individualized "micro-plans" for each — by 2025, 59,277 families had been successfully uplifted, leading to the state's historic 1 November 2025 declaration. Exam angle: Kerala's model — individualized, deprivation-specific micro-plans rather than blanket cash transfers — is a strong example for "targeted vs universal" welfare-design debates and can be directly cited alongside its consistently lowest MPI rate nationally (0.7%, NITI Aayog 2021).
