The UN's 17-goal, 2030 blueprint for people, planet and prosperity — and how India tracks its progress.
The Sustainable Development Goals (SDGs) are a set of 17 goals and 169 associated targets adopted by all UN member states in 2015 as part of the 2030 Agenda for Sustainable Development, succeeding the earlier Millennium Development Goals (MDGs, 2000–2015). Unlike the MDGs, which primarily targeted developing countries, the SDGs are universal — applicable to all countries, developed and developing alike — and explicitly integrate economic, social and environmental dimensions of development.
NITI Aayog publishes the SDG India Index annually/periodically, ranking states and union territories on their composite SDG performance score (0–100) across most of the 17 goals, using officially available data. States are categorised into performance bands — Achiever, Front Runner, Performer, and Aspirant — providing a state-level accountability and benchmarking tool, complementing India's Voluntary National Review (VNR) submissions to the UN High-Level Political Forum.
| Feature | MDGs (2000–2015) | SDGs (2015–2030) |
|---|---|---|
| Number of goals | 8 | 17 |
| Applicability | Mainly developing countries | Universal (all countries) |
| Approach | Narrower, social-outcome focused | Integrated economic-social-environmental |
| Process | Drafted with limited consultation | Broad multi-stakeholder negotiation |
NITI Aayog serves as the nodal agency coordinating SDG implementation across ministries and states, aligning SDG targets with India's own Five-Year/annual planning documents and flagship schemes (e.g. linking Swachh Bharat Mission to SDG 6, Ayushman Bharat to SDG 3, and Jal Jeevan Mission to SDG 6).
Prelims frequently tests the number of goals/targets, the adoption year, and matching specific schemes to the SDG they primarily advance. Mains rewards a critical discussion of SDG implementation challenges — data gaps, inter-state disparity revealed by the SDG India Index, and financing constraints (SDG financing gap) — rather than reciting the goal list.
