Article 312 lets the Rajya Sabha, by a two-thirds majority resolution, authorise Parliament to create a new All-India Service. There are currently three: IAS, IPS, and IFoS (added in 1966). Uniquely, AIS officers are recruited by the Union but serve both the Union and the States — often called the "steel frame" of Indian administration.
